On the receipt of Your Excellency's letter No. 163 of the 18th March, I proceeded with Captain Mann and carefully examined all the localities proposed by the Surveyor General of the Colony as available for the erection of temporary Barracks for the Military. I enclose Captain Mann's report.
Having considered the matter in all its bearings, I have determined to accept Your Excellency's permission to occupy Napier's range.
I do so under the understanding that,
